General Rules:

The Willie Mays Recreational Division is a Base 6 league. Players will pitch all games and base stealing is permitted (no metal spikes), in accordance with Official Baseball Rules, with the exception of the following:

Game time limits will be 1 hour and 30 minutes. An inning may not be started after 1 hour and 20 minutes of play. If the Home Team is winning after 1 hour and 20 minutes and after the Visiting Team has completed its turn at bat, the game is over and the Home Team will not bat. Games can end in a tie.

Rain-outs may be determined by the coaches (or by league officials). A league hotline is available 671-1867 to inform parents about a rain out. The commissioner will notify umpires and concessions in the event of a rainout.

Runners MUST SLIDE at a play at the plate! Runner will be CALLED OUT should he/she not do so.

Each team must supply 1 NEW game ball each game.

Batting/Line-up Rules

Coaches MUST BAT ALL PLAYERS on their team.

No one player may sit out more than one consecutive inning.

It is acceptable to start a game with 8 players. If you have less than 8, your team will be forced to forfeit the game. If you need to pick up a player to make 8 and avoid a forfeit, he/she must come from the Roberto Clemente League (in the spring) or Machine Pitch (in the fall). The ‘pick up’ player will play outfield and bat last.

If the catcher is on base and there are two outs, the catcher should be replaced on the base path with the player who made the last out and the catcher should begin to put on the catcher’s gear. This will help speed up play.

Pitching Rules

Pitchers may only pitch 6 innings per week and no more than 3 consecutive innings per game. Failure to comply results in forfeit.

Pitchers may not return as a pitcher in the same game.

A pitcher may be visited by the coach only once per inning. On the second visit in any inning the same pitcher, the pitcher must be removed from the pitching position. He may stay in the game at another position.

A dropped third strike is live, allowing the batter and base runners to advance their own risk (as long as 1st base is unoccupied). With two outs and the bases loaded, the catcher may step on home plate to record the 3rd out.

Balks will be called after 1 official warning per pitcher per game.

Additional Rules

No more than eight runs will be scored during each half inning.

If the home team is ahead by 10 runs or more runs after 3 1/2 innings, or the visiting team is up by 10 or more runs after 4 innings, the game will end.

Only the head coach (or other designated coach) will ask for rulings from the umpire.

There will be unlimited substitutions.

ALL PLAYERS must wear protective cups.

COACHES AND PARENTS WILL CONDUCT THEMSELVES SO AS TO CREATE A POSITIVE ROLE MODEL FOR ALL PLAYERS. UMPIRES WILL HAVE COMPLETE CONTROL OF ALL GAMES. RULES MAY BE QUESTIONED, BUT JUDGEMENT CALLS WILL NOT BE QUESTIONED. AT NO TIME WILL ABUSIVE BEHAVIOR BE TOLERATED.
